O/O/    /   Minutes of the General Meeting of the Mission Beach Community Association held on Tuesday 8th November 2005 at the Mission Beach Progress Hall. Meeting opened: 7.35 PM Attendance: 65 by head count. 51 registered. 35% from the North & 65% from the south. The Chair noted the record number in attendance for the northern area. Apologies from Council Representatives: Neil Clarke, Mayor JSC; Cr. Carmel Silvestro Minutes of the previous meeting: Moved: Warwick Jull Seconded: Tony Schiess Correspondence: as listed on the Agenda Treasurers Report: Bank balance in ECU $1,951.46 Outgoings: $35.50 Moved: Peter Johnson Seconded: Truus Biddlecombe JSC Update: Cyclone clean up: put rubbish manageable by 1 person outside on 21/22 November for collection from midnight 22nd November. Dog registration: whole of life registration has been cancelled due to lack of revenue. Pensioners however will pay $11 per annum. Water: JSC has implemented user-pay policy. Allan Ogden congratulated JSC on this policy. Water tanks will attract a rebate. Suggestion was made that water saving information be forwarded with rate notices to all rate payers. JACSFACS meeting: Wayne attempted to clarify that revenue from developers contributions includes Parks & Gardens and that it will stay in the area where it was raised but the Mayor of JSC has previously stated that area means all of Division 5, NOT Mission Beach specifically, even if the money only comes from here. Wayne hopes but cannot guarantee that these monies will go towards the pool. Available at moment $123,000. There is $67,000 available for bike/walkways under the dollar for dollar scheme/programme. Suggestions needed! Action: MBCA sub committee Government submissions: Wayne called for input from MBCA to put in submissions for the small town improvement schemes. Action: MBCA LAP (Local Area Plan): JSC has commenced to work together with CSC with regard to the LAP but they feel that they have sufficient guidelines in place already i.e. height limit in place, site coverage in place. Wayne reiterated that JSC will not support boundary realignment. CSC Update: Barry Barnes expressed his and Cr. Foxs frustrations with regard to the Multi-Functional complex in Tully which they feel has not been properly investigated. (feasibility studies, costing, needs analysis. etc.) Barry has investigated claims that the Feasibility Study consultant had contacted sporting groups and other possible users. No-one that Barry spoke to had been contacted by the consultant with regard to possible charges. Nobody objects to the need of a hall for the high School but we do object to the way it has progressed. Costing estimates: 1.3 million to 3.5 to 4.5! It will be the most expensive piece of infrastructure ever in Tully and no open forum has been conducted. (it will be larger than the Cairns Civic Centre!) The new toilet block in South Mission Beach will be put near the boat ramp. Designated parking areas/lines will be created and the parking area will be sealed. Barry urged everyone to connect to the sewerage within the next 6 months. Apparently enough plumbers are available. The reason that the rebate will stop after one year is because inspectors wage is only for this period unless the inspector can be allotted other jobs so that his salary can be extended. Group Updates: One Mission Beach: Warwick Jull Warwick praised and congratulated JSC for its various initiatives (prestigious environmental award) at Mission Beach. They have well maintained parks, recycling and Innisfail is seen as the economic hub of the region. This is illustrated by the presence of major retail chains i.e. Coles, Woolworth, K-mart, Target etc. The proposed residents/ratepayers survey at the JACSFACS meeting was supported by Mayor Galeano, Cr Fox and Barnes. It was not supported by Mayor Clarke, Cr Kimberley and McCarthy. Warwick announced a workshop on a Saturday in February to access the needs/desires/etc. of the community. Rates & Services: Michael Johnson Parks & Gardens: No progress has been made with regards to replanting after poisoning Singapore Daisy on beachfront in Wongaling. The Dept. of Main Roads has informed us that the road verges of Tully/Mission Beach Road and South Mission Road have been contracted to CSC for maintenance. Frequency: 28 days for litter, 28 days for grass which is not allowed to grow higher than 300mm. Cleaning schedule for the 4 Toilet Blocks was requested. It is done 3x weekly by private contractor. Jen Downs reported on sub-committee meeting for traffic calming in Reid Rd/Banfield Parade, Kennedy Esplanade/ Cassowary Drive/Seaview Street. Suggestions will be sent to Council. Planning: Rhonda Murdoch Development application for golf course and residential area next to Dundee Park has been resubmitted. A TLPI (Temporary Local Planning Instrument) has been submitted by Cardwell Shire to Minister of Planning for approval. If approved, negotiations will resume with JSC for integrating this TLPI into their Shire Plan. It will then allow a period of 12 months for further amendments and community consultation to progress so that permanent changes can be made for the life of both Shire Plans. Bill reiterated that MBCA is pro appropriate development, not against. Other Business: Boat Bay Marina: - Tony Lee gave a brief rundown/history of the proposed Boat Bay Marina. The company is hoping to lodge an application with the JSC pre-Christmas to acquire tenure/lease of the area so that Environmental Impact Studies can proceed in conjunction with GBRMPA and other agencies. This may take two years. The company has received in principle support for its concept plans from the Coast Guard, Mission Beach Tourism and commercial operators. On a show of hands a substantial majority of those present indicated an in principle support for the marina. Detailed reports are available from Lee & Co. Aquatic Centre:- Paul Roxby reported that the pool issue is still in limbo thanks to the conflict between our two Councils. Paul queried the councillors whether the Shared Infrastructure Plan has been completed. Cr. Fox stated that due to the sacking of the CSC CEO and the JSC CEO holiday plans nothing has been done. Bendigo Bank: - Truus Biddlecombe reported that Cardwell is going full steam ahead but not much progress has been made in Mission Beach. Another meeting will be set up soon. Entrance feature: -Allan Ogden reported that a MBCA sub-committee has met with the CSC Parks & Gardens Committee with regards to a Entrance Feature to MB. It is hoped that JSC will do exactly the same at the Northern Entrance of the Shire and the feature should emphasize that we are one community. Igloo: - Ken Fox reported that the roofing has been delivered but the contractor has pulled out. He has advised that the flooring be replaced as it is wearing thin. This would cost approx $500,000.
