Meeting opened: 7.40 pm Attendance: 37 33% from the North, 60% from the South and 7% others. Councillors/Guests: CSC: Crs. Fox, Barnes, Silvestro JSC: Cr. Kimberley Apologies Executive/Councillors: Neil Clarke (Mayor JSC), Joe Galeano (Mayor CSC) Marc Rowell MP (Member for Hichinbrook) and Peter Johnson and Warwick Jull. Minutes from the December meeting: Moved: Michael Johnson Seconded: David Edwards Annual Report: President Bill Shannon tabled his annual report and highlighted the achievements of the Association and thanked his fellow committee members for a successful year. Report attached Treasurers Report: Bill presented the Balance Sheet as of the 31st of December in the absence of the Treasurer. The Bank balance is $1,859.81. Correspondence: as listed on the agenda. Peter Kellett suggested having the correspondence displayed on the website before the meetings so members are aware of the detail of what is happening. The Committee will take this suggestion on board and follow up when ever practical. CSC: Barry Barnes spoke on the following: Clump Point Marina - Channel and kerbing and re-seal Reid Road to be completed May/June Urgency for final decision for Reid Rd traffic calming as the money is in the budget and should be done at the same time as resealing. South Mission Beach Golf course (Plapp Development) - Application expected to Council by December 2006 Guifres development application for reconfiguration of commercial portion of the development to be in Council soon. He urged members to start canvassing for candidates for the next Council election (2008). It is anticipated that there will be 4 divisions with 2 Councillors in each plus the mayor. Barrys preference though is to have 6 Councillors with no divisions and 1 Mayor. He also mentioned the frustration in obtaining a copy of the Draft agreement between Education Qld and the Council, which will not be made public. (MBCA could not get a copy either). Rhonda replied that MBCA seems to be the only organisation querying Councils actions with regard to the TMPC and there has been no public meeting in Cardwell nor Mission Beach and there seems to be total lack of transparency. Group Updates: One Mission: Ray Sofio A forum on the 25th of February will take place at C4 theatrette with invitees from a broad cross section of the JSC voting/rate payers population. From this meeting a decision will be made whether further steps toward a boundary review will be taken. Cr Kimberley (JSC) reiterated that JSC has no intention of supporting a boundary review. Rates & Services: Michael Johnson Michael launched the State of Mission Beach 4852 report and presented the report to Crs. Kimberley (JSC) and Fox (CSC) Sewerage: In the 400s connections to date out of 2000 and only 4 months to go before official ending of current subsidy. From the floor some people reported that there are plenty of plumbers available. Planning & JACSJFAC: Rhonda Murdoch JSC receipts all correspondence with regard to submission for planning applications. CSC will change its policy and duly acknowledge same. On the 9th of March CSC will deliberate the building application for the units in Alfriston Street. Entrance Feature. The Tully/Hull Heads and Cardwell features have been approved. Tully is on hold. A third design for a MB Entrance Feature is being prepared. Mission Beach Tourism feels that the signs should be on the Bruce Highway however CSC said that these features are to be a sense of arrival not a pointer and refused similar requests from the Tully Heads/Hull Heads community consultation process. JSC has been asked if they would replicate an entrance feature for the northern entry. MBCA will raise the matter again at JACSJFAC in April when final costings and design are at hand. JSC: Wayne Kimberley congratulated MBCA on the State of Mission Beach 4852 report. The Qld Government has put aside $25 million for local Shire Councils to encourage sharing resources and we should concentrate on this and not worry about boundary realignment. Wayne has not seen MBCA submission to JSC town planner and will follow up. Powerlink: Wayne explained that will he put another motion forward to JSC Council with regard to the Powerlink Towers coming to the coastal route. He requested MBCA to support his quest to keep the old line through World Heritage. Paul Roxby queried about the primary Infrastructure plan. Flannigans Consulting is making a report for both councils. General Business: Bendigo Bank meeting on 21st February 7.30 pm at Scottys James Mort suggested a subcommittee under the Rates & Services to look into safe boating, jetty/pontoon/boat ramps etc. Truus moved a motion that Sarah and James Mort set up this committee and report back at next meeting. Seconded: Michael Johnson. Jackey Jackey pontoon is being built at the moment. CSC is proposing to acquire more land for car parking and toilet facilities. Toilet block at Kennedy Esplanade to begin soon. GHD is preparing a report on CSC Mission Beach water issues.
